What to do when your dog attacks and kills another dog?

It happened about 3 days ago when Samantha Ronson's dog, Cadillac attacked and killed a Maltese as well as biting the owner. Apparently Cadillac got out of Sam's apartment and was roaming in the hallway when he saw the Maltese, Tiger without a leash. I am quite saddened by this story as I can't imagine what Sam is going through. I, myself am so attached to my dog and could never ever let someone put him to sleep. She has since shipped Cadillac to the East Coast to stay with her family. It is so unfortunate that Tiger passed away. It makes me think about what would happen if my dog got out but the only thought that would pop up is that he will scare the dog and the owner, not attack them. I am fortunate to have a dog that is well trained and disciplined because if he ever bit someone, it would not take long for him to finish them. There was this one time when Benji got out of my garden by accident and I didn't realise he was gone until I saw my backgate wide open. I panicked and rushed out in my pyjama's to get him and luckily he was just roaming around the dog park nearby because he wanted to play. I was so lucky because if there were to be another loose dog, he would have followed the dog and god knows where he would go.
On a happier and funnier note, when the owner of Tiger called the 911 operator she was asked whether the attacking dog's owner was male or female and answered "I believe a male".
